前行政院長謝長廷8日建議，前民進黨主席蔡英文不必計較身段或委屈，與馬英九總統會談，促成國是會議，解決人民痛苦。蔡英文今（9）日促開國是會議，並先進行幕僚作業，如果有助於國是會議的進行，她不排除與馬總統見面，甚至歡迎。
蔡英文在台聯立委許忠信、黃文玲與民進黨多名立委的陪同下，在小英教育基金會召開記者會，呼籲馬英九召開國是會議。
對於總統府提出的朝野領袖「國政會談」，蔡英文表示，請馬總統不要客套，也不要講究形式、拘泥小節，應儘快促成國是會議舉行，將請小英基金會執行長林全邀集各在野政黨的代表、立委、公民團體，正式拜會總統府祕書長，就國是會議相關細節進行討論。
蔡英文強調，希望在最短的時間可以開始幕僚作業，準備過程也不需要政治人物彼此過招。至於「馬蔡會」，蔡英文表示，她不排除任何可能性，一對一的對談，下個階段再討論，先讓幕僚討論，如果有助於國是會議的加速進行，而且是妥適作法的話，「不排除見面，甚至歡迎」。
馬英九即將出訪，蔡英文日前曾建議「取消出訪」。她今天說，「現在是談改革的最好時刻，現在出國就可惜了。」
至於蘇貞昌是否知道此方案？蔡英文表示，「這不是一人一黨的事。」未來是否讓重要政治人物與民進黨中央參與？她說，這個階段是幕僚作業，歡迎大家加入。
