（中央社東京21日綜合外電報導）共同社報導，日本前內閣法制局長官阪田雅裕今天批評首相安倍晉三欲修改憲法解釋解禁集體自衛權，違反了立憲主義。

他表示：「憲法是約束統治者的規範。統治者可以自行將解釋修改得更為嚴格，但放寬解釋則是無視立憲主義的暴行。」

阪田同時指出，「在目前的『憲法』第9條下主張解禁（集體自衛權）簡直是亂來」。

他強調，「我並非說政府不能修改憲法解釋，但應當就修改的合理理由進行說明」。

阪田還提及憲法解釋是歷代內閣通過國會審議等積累起來的成果，表示「如果某屆內閣宣稱政府60年來主張至今的內容『全都錯了』，那麼國會的討論也將毫無意義」。(中央社)
