二代健保藥費支出超額　消基會：政策錯誤

消基會今召開記者會，批評由藥商推動的二代健保「藥費支出目標」制度，今年3月公布試行結果，藥費還是超出56.7億元，等同此制度根本無法控制年度藥費支出，另超出部分，政府以降低藥價方式要求廠商降價，反導致慢性病患領不到藥，政策錯誤反致全民承擔。
 
二代健保內的「藥費支出目標」的概念，是以「前一年」健保總藥費乘上藥價成長率，當成今年藥費支付目標的方式，健保處在自行公告在去年3月起試辦(101年藥費1320億元，乘以4.528%得出去年藥費需控管在1380億元之內)，但在今年3月公告表示，去年藥費核付金額為1436.7億元，超付56.7億元，政府便要求藥商進行藥價調整，要求藥品減價，導致藥商不願出藥，慢性病患無法正常在藥局領到藥的局面。
 
消基會名譽董事長謝天仁表示，領不到藥的原因，根本是來自政府的「藥費支出目標」的政策，當初說實行是為強力控管藥費，但結果看來不但超支無法控管藥費，還讓民眾領不到藥。消基會呼籲，「藥費支出目標」政策應重新再檢討，達到抑制藥費的結果。（蔡惠如／台北報導）
