衛福部2013年3月起試辦「以房養老」，民眾可將房產抵押給政府，由政府依餘命、房產價格等估算後，每月給付養老金至終身，過世後房產歸政府所有。

惟申請門檻頗高，須同時符合三項條件，包括65歲以上、無法定繼承人；單獨持有房子、無貸款；不動產價值不超過社會救助法所定之中低收入戶標準。因此至目前尚無人申請。

進一步分析，常見客觀問題為「有法定繼承人」，及房屋產權與人共有、房屋尚有貸款等。主觀方面，台灣民眾普遍存在「有土斯有財」觀念，加上老年人總希望留些財產給下一代，「以房養老」接受度尚不高。
