熱水器沒壞，但水不夠熱！

檢查熱水器確實有作動，火也都有點燃(有拆開看)，但水溫卻不夠熱，已將進水量調小，有熱一點點，請問這樣問題是出在哪呢？
我家是大樓，熱水器在陽台！天然氣的～

這樣是不是那台熱水器的效能不夠？
