巴拿馬政府指出，在日前查扣的北韓貨輪中發現2架米格-21(MiG-21)戰機。古巴政府表示，這2架戰機為古巴送往北韓維修。
據路透社報導，巴拿馬總統馬丁內利（Ricardo Martinelli）表示，在日前查扣的北韓「清江川」號貨輪中，發現兩架機翼被拆卸的MiG-21戰機與15具發動機。
古巴政府則坦承，清川江號上的MiG-21戰機是送到北韓去維修的，已與北韓簽署了合法的舊武器維修合約，修完後會送回來。
巴拿馬政府16日在通過巴拿馬運河的貨船「清江川」號中，發現產至古巴的紅糖，以及飛彈雷達等貨物。由於根據聯合國北韓制裁內容，禁止輸出武器至北韓，因此該貨輪遭到巴拿馬扣押。
國際安全專家猜測，「清江川」號上的1萬噸古巴產紅糖和米格戰機發動機，應該是古巴以現貨形式支付給北韓的維修費。
MiG-21是前蘇聯在1950年代末期研發的攔截機，前蘇聯一共生產5000多架，連同東歐共產國家與印度授權生產、大陸仿製的殲-7，一共生產超過1萬架。目前MiG-21已從大多數國家退役，僅剩古巴、北韓等國家因為財政或遭受武器禁運等因素，仍在使用。
